How long are factory order books, and which builds are clear to build?
How long are U.S. manufacturers' order books, how much stock do they hold against shipments, and how does a planner decide which builds can start?
The short answer In August 2026 (preliminary) U.S. transportation equipment makers had unfilled orders worth 14.44 months of shipments, against 6.87 for all durable goods and 5.83 for computers and electronics. The nondefense aircraft and parts order book was $722.0 billion, about 41.8 months of the last year's average shipments. Stock is leaner than a year ago: inventories were 1.48 months of shipments across manufacturing, down from 1.56. Global supply chain pressure read 1.28 in September 2026, above average but far below the 4.43 of December 2021. Part 2 works through a clear-to-build check on example data: which builds can start this week, which part holds each one, and what to raise in the meeting.

Part 2Method, on example data
Clear to build: a worked example.
The public data above describes whole industries. On a build floor the question is narrower: of the builds planned this week, which have every part in hand, and which part holds the rest? This is that check for four builds of a small example satellite, with 20 parts on the bill of materials. Planning date Mon Oct 19.
Example dataEvery part, quantity, date and lead time below is invented to show the method. It is not any company's bill of materials and not a record of past work.
The builds
| Build | Planned start | Clear to build? | Clear date | Holding part | Days waiting |
|---|---|---|---|---|---|
| SN-01 | Tue Oct 20 | Clear to build | Oct 20 | None | 0 |
| SN-02 | Thu Oct 22 | Not yet | Oct 30 | Reaction wheel | 8 |
| SN-03 | Tue Nov 3 | Not yet | Nov 11 | Star tracker | 8 |
| SN-04 | Tue Nov 17 | Not yet | Jan 13 * | Flight computer | 57 |
* No open order covers it; the date assumes an order placed on Oct 19 at the part's lead time. Deliveries count as usable 2 days after they are due, for receiving and inspection.
Chart 5Example data · days each build waits
In the example, one build is clear and one part holds SN-04 for 57 days.
How long does each planned build wait for its last part?
Example data · not a real bill of materials
| Build and planned start (example data) | Days waiting for parts | Status |
|---|---|---|
| SN-01 · starts Oct 20 | 0 | Clear |
| SN-02 · starts Oct 22 | 8 | Waiting |
| SN-03 · starts Nov 3 | 8 | Waiting |
| SN-04 · starts Nov 17 | 57 | Waiting |

| EX-152Star tracker | 1 | 2 | 2 due Nov 9 | 20 | Short for SN-03 until Nov 11 |
| EX-153Sun sensor | 6 | 30 | None | 6 | Covers all four builds |
| EX-154GPS receiver | 1 | 5 | None | 8 | Covers all four builds |
| EX-160Thermal blanket set | 1 | 2 | 2 due Oct 23 | 4 | Covers all four builds |
| EX-161Heater and thermostat kit | 1 | 6 | None | 3 | Covers all four builds |
| EX-170Payload interface plate | 1 | 4 | None | 6 | Covers all four builds |
| EX-180Fastener kit | 1 | 15 | None | 2 | Covers all four builds |
| EX-181Bonding and staking kit | 1 | 3 | 4 due Oct 21 | 3 | Covers all four builds |
Builds use parts in build order, so SN-02 can only use what SN-01 leaves. At risk means the delivery a build depends on is usable 3 days or less before it starts.
ExampleClear-to-build meeting
What I would raise in the clear-to-build meeting
- SN-01 is clear. Start it on Tue Oct 20 as planned.
- SN-02 (Thu Oct 22) is short 2 reaction wheels until the Oct 28 delivery is usable on Oct 30. Ask whether SN-02 can start the structure and harness work on time and fit the wheels on Oct 30, and whether the supplier can ship 2 wheels early.
- SN-03 (Tue Nov 3) waits for the star tracker due Nov 9, usable Nov 11. At a 20-week lead time a new order cannot beat it, so confirm the Nov 9 date with the supplier this week.
- SN-04 (Tue Nov 17) has no flight computer on order. At 12 weeks, an order placed on Oct 19 is usable on Jan 13, 57 days late. Place it now and ask the supplier for an earlier date.
- Two parts have 2 days of float: solar array wings for SN-03 (due Oct 30) and battery packs for SN-04 (due Nov 13). Track both deliveries.
- Count the reaction wheels before Oct 20. SN-01 uses 4 of the 6 on record, so a count 3 or more short stops SN-01 too.
01Findings
What the charts say.
Transportation equipment carries the longest order book of the three groups: 14.44 months of shipments in August 2026, about twice durable goods (6.87).
Stock per dollar of shipments is lower than a year ago in all three groups; computers and electronics fell from 2.13 to 2.01.
Unfilled orders for nondefense aircraft and parts are 35.0% above their 2019 average in current dollars, but shipments have grown with them: the backlog is 41.8 months, against 42.3 in 2019.
Global supply chain pressure read 1.28 in September 2026, up from 0.93 in July 2026 but below the 1.81 of May 2026: above average, far from the 4.43 of December 2021.
In the example, SN-02 is short 2 reaction wheels for 8 days and SN-04 has no flight computer on order. One missing order costs more days than every late delivery combined. Example data.
02Method
How the figures were built.
Steps
- Census M3 database file (econ_getzippedfile, programCode=M3), seasonally adjusted rows (is_adj = 1) for Total Manufacturing (MTM), Durable Goods (MDM), Computer and Electronic Products (34S), Transportation Equipment (36S), Nondefense Aircraft and Parts (NAP) and Defense Aircraft and Parts (DAP); data types IS (inventories to shipments ratio), US (unfilled orders to shipments ratio), UO, VS and TI (millions of dollars).
- Months of backlog for aircraft and parts = unfilled orders at the end of the month divided by the average monthly shipments of the last 12 months (that month and the 11 before), rounded to 0.1. Census does not publish an unfilled orders ratio for these two industries; a 12-month average is used because aircraft shipments move a lot from month to month.
- GSCPI: the October 2026 release rows already on the site, January 2019 on.
- Part 2 (example data): Builds use parts in build order. A delivery is usable 2 calendar days after its due date (receiving and inspection). A build is clear to build when every part on the bill of materials covers it on or before its start date. A part with no open order that covers a build is dated as if ordered on the planning date, at its lead time. A part is at risk when the delivery it depends on is usable 3 days or less before a build starts.
416 months per M3 series, 405 months of computed backlog, 93 GSCPI months, and an example bill of materials of 20 parts for 4 builds. Every derived figure on this page (changes, indexes, averages, counts) is computed from the published rows, and the table under each chart says how.
Checks
- 63 values in the August 2026 full report (released October 2, 2026; Tables 1, 3, 4 and 7, June 2026 to August 2026, seasonally adjusted) equal the M3 database file: 0 differences.
- All 9,984 monthly values of the 24 series used equal the Census M3 API (api.census.gov, timeseries/eits/m3, seasonally adjusted): 0 differences.
- The published inventories-to-shipments ratios recompute as total inventories / shipments, rounded to 0.01, for all manufacturing, computers and electronics, and transportation equipment: 0 of 1,248 months differ.
- The transportation equipment unfilled orders ratio recomputes as unfilled orders / (shipments less automobiles, light trucks and heavy duty trucks, the industries Census lists as having no unfilled orders), rounded to 0.01: 0 of 416 months differ by more than rounding.
- Category labels (Total Manufacturing, Durable Goods, Computer and Electronic Products, Transportation Equipment, Nondefense Aircraft and Parts, Defense Aircraft and Parts) asserted against the file's CATEGORIES section.
- GSCPI rows are copied unchanged from data/analyses/supply_chain.json (October 2026 release, checked against the New York Fed download on Oct 7, 2026; see VERIFY.md section 4).
- The SQL on the page, run in sqlite3 3.53.4 on these tables, finds the same holding part as the Python that wrote this file for all 4 builds, and the same clear dates for the builds that wait (for a clear build it returns the day its parts are ready; for a build with nothing on order, "no order placed").
The queries
This series is not in Live SQL. The data file behind every chart is data/analyses/supply_planning.json, built by data/analyses/scripts/build_supply_planning.py from the source downloads.

Caveats
- Every M3 figure is in current dollars, not adjusted for price. The latest month (August 2026) is preliminary and the month before it revised; both move with the next full report. Census says its historical revisions and seasonal models stay unchanged for the rest of 2026. The unfilled orders to shipments ratio excludes industries with no unfilled orders, and for computers and electronics it excludes semiconductors (Census, Table 7 notes). These are industry totals: they describe the whole U.S. industry, not any one company.
- Part 2 is invented to show the method. It is not any company's bill of materials and not a record of past work.
Releases and revisions
- M3: Full report for August 2026 released Oct 2, 2026 (database file updated Friday, 02-Oct-26 09:02:34 EDT); the full report for September 2026 is due Nov 3, 2026.
- GSCPI: October 2026 release (the 'Oct-26' column of the NY Fed interactive data), carrying data through September 2026; the NY Fed updates on the fourth business day of each month, which was October 6, 2026 (holidays not checked). NY Fed revises past values every release.
